Before buying the DC, besides looking at the price, please compare the accessories coming with the camera, some provide 256M CF card but some just provide 16M CF card
You should consider buying one additional battery (if rechargeable battery is used) and one CF card.

Canon IXUS 400 is a very good choice, small and stylish.
A75 or A80 are also good, cheaper and you can use standard AA batteries instead of expensive special battery for Canon IXUS 400. But A75/80 are bigger and heavier. So, you can still buy batteries when you forgot to recharge.

我是待產媽媽，從未擁有DC，對此一竅不通。而家想買部DC遲d同bb影相, 我都係想賣Cannon, either IXUS or A75 or A80. 咁從shutter time lag的角度那一部較好？百老匯的sales 同我sell CASIO 的一款(忘記了model)，可拍好長的短片 (Cannon 只得3分鐘)，這點重要嗎? 還是我應買多部攝錄機好呢?
Canon IXUS 400/500
1. small and light
2. use rechargeable battery only
3. have few manual control function e.g. flash on/off, exposure compensate ...., landscape/macro control,
4. not enough flash when taking indoor photo, but no hotshoe for flash (差不多是所有傻瓜機通病)
5. 3 minutes of movie in 320x160 format, not very good when viewing with clear TV
6. good for beginner that doesn't want to manage so much about the photo
Canon A75/A80
1. bigger and heavier
2. more manual control e.g. program, shutter priority, aperture priority
3. hotshoe for flash
4. good for beginner/semi amateur that what to manage more in taking a photo
Canon IXUS 400/A75/A80 can take photo to print a very clear 8R photo, very sharp and good expousre with clear details, reponse time is very fast that enough to take baby's movement, good user oriented design, e.g. button location, easy to use menu, fast connection with the TV or computer

you can see that Canon IXUS 400 is a very good camera(雖然係傻瓜機,一d都唔差), but if you always crop photo and finacial affordable, I recommend you to buy Canon IXUS 500 new model
